Kanpur (Edutechbharat.com) :

In a major development bridging premier academic tech innovation with state governance, C3iHub—the Cybersecurity Technology Innovation Hub at the Indian Institute of Technology Kanpur (IIT Kanpur)—has been entrusted with setting up and managing the Uttar Pradesh Cyber Security Operations Centre (UP-CSOC).

The ₹104.28 crore initiative received the green light from the Uttar Pradesh Cabinet in a meeting chaired by Chief Minister Yogi Adityanath. Under the mandate, C3iHub will steer the establishment, 24×7 operations, and maintenance of the state-level security nerve centre for an initial period of three years.

Fortifying State Digital Governance

As Uttar Pradesh accelerates the digitization of public service delivery, administrative workflows, and citizen-facing portals, safeguarding these interconnected systems against sophisticated cyber attacks has become a critical priority.

The UP-CSOC is designed to act as a unified, centralized defence shield for the state’s entire government digital ecosystem. It will monitor, detect, and mitigate threats across both Information Technology (IT) and Operational Technology (OT) networks in real time.

Cutting-Edge Tech Stack: AI, SOAR, and Automated Response

The operations centre will integrate advanced next-generation security architectures to defend government data, networks, and applications:

  • AI & Machine Learning: Threat intelligence engines to predict and catch emerging threat vectors before exploits occur.
  • SIEM & NDR: Round-the-clock Security Information and Event Management paired with Network Detection and Response.
  • SOAR Capabilities: Security Orchestration, Automation, and Response to streamline incident containment with minimal latency.
  • Proactive Vulnerability Management: Routine penetration testing, vulnerability discovery, and severity scoring to plug entry points across departmental databases.
  • Human-in-the-Loop Capacity Building: Regular cyber drills, departmental audits, and specialized training for government Chief Information Security Officers (CISOs) and IT nodal officers.

Academic Research Powering Critical Infrastructure

C3iHub’s selection underscores the growing role of India’s top academic institutions in driving sovereign cybersecurity solutions. The innovation hub already holds a proven track record of securing mission-critical national infrastructure, having established Security Operations Centres for the National Highways Authority of India (NHAI), SAIL Bhilai Steel Plant, and the Indian Ports Association (IPA).

Speaking on the initiative, Prof. Manindra Agrawal, Director, IIT Kanpur, highlighted the imperative for robust institutional defences:

“The establishment of the Uttar Pradesh Cyber Security Operations Centre is an important step towards protecting the state’s digital infrastructure from evolving cyber threats, as any breach can disrupt essential services and compromise sensitive data. C3iHub at IIT Kanpur, with its specialized expertise and technical competence, is well-positioned to lead this initiative… We are confident that this experience will make a significant contribution to further strengthening Uttar Pradesh’s digital security ecosystem.”

By coupling institutional research excellence with operational execution, the UP-CSOC initiative sets a viable benchmark for academia-government partnerships in building resilient public cyber infrastructure.
